Peter is not the rock in contrast to the eleven, but in contrast to those who claim to carry the key of knowledge (Lk. 11:52), to sit in Moses’ seat (Mt. 23:1–2), and to be Abraham’s seed (Jn. 8:33). The authority of the latter is removed. God has hidden the mystery of the kingdom from the wise and prudent and revealed it to babies (Mt. 11:25–26). Peter, a despised Galilean fisherman, stands before the Messiah with the chosen elders of the New Covenant. The great Shepherd gathers the remnant of his people and establishes Israel anew to confess his name. Jesus undertakes God’s own work to rebuild his people. God’s assembly is his; he founds anew the city of God, restoring its ruins and building it again (Am. 9:11; Acts 15:17). *- *Edmund P. Clowney
